Transforming Project Delivery With a Scalable PIR Model
The client is an Australian energy provider. The business unit responsible for capital construction projects engaged Protegic to conduct a comprehensive Post Implementation Review (PIR) following the delivery of a complex infrastructure project. Initially scoped as a standalone PIR, the engagement quickly evolved into a broader transformation initiative across project delivery practices.
Through embedded delivery, collaborative analysis and practical uplift of key processes, Protegic helped the client strengthen governance, enhance process efficiency, and drive cultural change around continuous improvement.
Business Challenge
The client’s capital infrastructure projects range from upgrades to entirely new network assets. Following a high-impact project with significant visibility and complexity, the organisation recognised the need to capture insights, mitigate repeated issues, and improve delivery outcomes. Additionally, decentralised practices had resulted in inconsistent execution across projects, which had hindered institutional learning.
They needed a partner who could bring structure, clarity and confidence to how projects are reviewed and improved and deliver change in a way that embeds learning across the business.
Solution
Protegic was engaged to run a targeted PIR. Working closely with senior stakeholders and delivery teams, the scope was then extended to include eight process uplift initiatives across the business unit. These included:
- Variations Management
- Request for Information (RFI)
- Site Instructions (SI)
- Post Implementation Review uplift
- Project handovers (across initiation, design and delivery)
- Document management (transition from network drives to SharePoint)

- Governance education
Protegic delivered stakeholder engagement, program management, training, and change facilitation. We mapped current workflows, identified inefficiencies, and co-designed new tools and templates with end users. Each improvement was backed by tailored training sessions, reference materials, and practical guidance to ensure consistent adoption.
A key part of the approach was making complexity digestible—simplifying processes without losing quality, and ensuring improvements were meaningful for all stakeholders.
Outcomes Achieved
The engagement delivered tangible and lasting improvements across multiple areas of project delivery:
- Post Implementation Review - The business is now equipped with a PIR framework that has become a core learning tool utilised by project leaders and referenced regularly as a model for continuous improvement.
- Process Efficiency and Standardisation - Previously fragmented processes—such as RFI, SI, and variations—were unified under consistent templates, scalable frameworks, and clear accountability pathways. These improvements were rolled out to all stakeholders.
- Project Handovers - Legacy handover practices were overhauled, replacing multiple forms with three streamlined templates. These were supported with detailed training that helped teams move projects between phases with greater clarity and continuity.
- Knowledge Management - Document storage practices were standardised with a shift to SharePoint, supported by a new file structure and team-wide training to ensure accessibility and long-term governance.
- Capability Uplift Procurement and governance sessions were redesigned for accessibility and engagement, blending technical depth with relatable visuals and storytelling to drive behavioural change and improve decision-making confidence across the business.
With a scalable PIR model and uplifted delivery practices now embedded across the business unit, the client is positioned to approach future capital works with greater confidence, consistency and maturity.
